Each Virtual Private Server is hosted on a powerful dedicated server. The dedicated server operating system and various Internet services are partitioned into a limited number of, Virtual Private Servers. Because it is the operating system and Internet services that are partitioned (not just the web server), each Virtual Private Server operates independently from the other Virtual Private Servers that share the same host. In essence if another Virtual Private Server crashes on the machine your server remains operational. Each Virtual Private Server has their own online control panel with 4 levels of user access, which can be used to manage email, MySQL, Apache etc.
